CMS Strategic Partners Acquisition Readiness Contract (SPARC)

On May 6, 2021, Peraton completed its previously announced acquisition of Perspecta. The legal contracting party that holds this contract, remains unchanged as a result of the transaction.


Strategic Partners Acquisition Readiness Contract (SPARC) is a multiple-award indefinite delivery/indefinite quantity (IDIQ) performance-based contract that supports CMS’ Integrated IT Investment & System Life Cycle framework, a systematic and uniform methodology and approach for information systems development, and the CMS Information Technology (IT) Modernization Program and initiatives.

Scope of Contract

The scope of work under the SPARC contract will provide strategic, technical, and program management advice, guidance and support services to CMS to facilitate the modernization of business processes and supporting systems and their operations. These systems will include the Federal Healthcare Exchange and Medicare/Medicaid information technology systems. Other Department of Health and Human Services Operating Divisions (HHS OPDIVs) may place orders under this contract as well.
